Negative – Notice of potential expulsion for unsatisfactory participation QRG

This guide details how to create a behaviour incident with an outcome of notice for potential expulsion, then processing the associated expulsion in ERN (Enrolment Registration Number).

There may be some serious circumstances where behaviour interventions, including suspensions and risk management strategies have not been successful in managing significant behaviours of concern.

In these circumstances a principal can consider expelling a student from the school.

In all cases where consideration is being given to expelling a student, the gravity of the circumstances requires that particular emphasis be given to procedural fairness.

The principal and Director, ÌÇÐÄvlog¹ÙÍøal Leadership can consider expelling a student from a particular school on the following grounds:

  • serious behaviour or behaviours of concern where behaviour interventions and risk management strategies, including suspensions, have not been successful
  • unsatisfactory participation in learning for students aged 17 years and over, where
    • a student is at risk of receiving an ‘N’ determination (non-completion of course requirements for this course) in a minimum of 2 courses and has received a minimum of 2 written ‘N’ warnings in each course.

Background

Note: This QRG focus on Potential Expulsion for Unsatisfactory participation. Please refer Negative – Notice of potential expulsion for Serious Behaviour of Concern QRG if required. All student information used has been manufactured and does not relate to any real student.

Before you start

    • Principal, School Admin Manager and/or delegate has given access in AMU to create a notice of potential expulsion for unsatisfactory participation in ERN
    • The referrable staff member should be a school executive
    • Locate and have available the details of the student for whom the incident is being created
    • Login to ERN

    1. Find student in ERN

    • Once you have logged into ERN, expand the search panel from the ERN Homepage.
    • Click Behaviour and Suspension option from the left-hand side panel
    • Select ‘Student Behaviour Maintenance’ tab
    • Enter the student's details. You can search for a student by their SRN, family name, and or date of birth. Then select ‘Go’
    • Scroll down and select the correct student from the Search Results below

    2. Select the ‘Create Behaviour’ button in the middle of the page.

    3. Complete the details in the fields provided, with particular attention to those marked with an * as they are mandatory fields.

    Note: Once a behaviour incident is recorded, the details can be viewed by other staff members. Please consider the student’s privacy when entering these details.

    • Select the specific ‘Date & Time’ of the incident
    • 'Type' refers to behaviour type - Positive, Neutral, Negative - which can be selected from the dropdown menu. In this case choose Type ‘Negative’.
    • From ‘Reported by’ dropdown menu, select the staff member who reported the incident
    • Select the ‘Part of Day’ from the dropdown menu
    • Select where the incident occurred from the ‘Location’ field dropdown (to add/ update location options please see ‘Configure school location QRG’)
    • Select the appropriate ‘Behaviour of Concern’ which best describes the incident from the dropdown menu

    Note: Not all the category selected will have an outcome of Potential Expulsion. Refer Record a suspension QRG for the behaviour category list that leads to suspension/expulsion.

    • Select the Outcome field of ‘Negative – Notice of potential expulsion for unsatisfactory participation (17 years and over only) from dropdown menu
    • Select the appropriate staff member to ‘Refer to’ from the dropdown menu (see Set up a referable staff member QRG to set this up). Select ‘Save’ at the bottom of the page

    Note: Select the ‘Closed’ checkbox only when the behaviour is finalised as this will lock the incident and not allow further editing.

    1. Click ‘Generate Behaviour – Negative Correspondence’

    2. Select the ‘Correspondence Type’ – either letter or email format

    3. Select the ‘Template to Use’ from the dropdown menu. In this case you will select ‘Notice of Potential Expulsion – unsatisfactory participation’

    4. Select the ‘Delivery Options’ and click ‘Next’

    5. Select the target recipients – ‘Students,’ ‘Families’ (where multiple students are associated with the contact), or ‘Contacts.’ Then Click ‘Next’

    Note: If ‘Contacts’ is chosen then you will need to select which contact/s related to the student will receive the correspondence.

    6. Review the correspondence recipients. You can uncheck a box if required. Then click ‘Next’

    7. Review Correspondence and add the relevant details in the fields provided, then click ‘Next’

    8. Select to Download or View the PDF. Then click ‘Next’

    9. If there are no corrections to be made, download the document, and the principal will need to sign the letter. Either print and send via mail or email the correspondence.

    1. After the written notice of potential expulsion is issued to the student and their parent/carer and they are given seven school days to consider and respond to the information, the Principal and Director ÌÇÐÄvlog¹ÙÍøal Leadership will then have up to 15 school days to make a final decision on whether to proceed.

    2. If they decide not to proceed with the expulsion, select the ‘Closed’ checkbox in the behaviour record and no further action is required.

    3. If they decide to proceed with the expulsion, the Principal and Director ÌÇÐÄvlog¹ÙÍøal Leadership should refer to Manage Student Status – QRG (nsw.gov.au)

    Find student in ERN

    1. Once you have logged into ERN, expand the search panel from the ERN homepage.

    2. Click Behaviour and Suspension option from the left-hand side panel

    vii. Select the relevant consequence from the 'outcome' field dropdown menu. In this case choose ‘Negative – Notice of Expulsion for unsatisfactory participation (17 years and over only)’.

    viii. Select the appropriate staff member to ‘Refer to’ from the dropdown menu (see Set up a referable staff member QRG to set this up). Select ‘Save’ at the bottom of the page

    8. Select to Download or View the PDF. Then click ‘Next’
